How much do you pay for a private lesson in Buenos Aires if you are:
1) An American or European
2) An Argentinian

You say that it's worth traveling there to study tango. Let's check the prices.
For me, (in the US), the flight to BsAs is expensive. However, once you get there, everything is inexpensive, due to the very favorable exchange rate.
Now some vendors there will try to jack up the prices for us, but all in all, it's worth it for me.
 
Organizers are testing different methods and at least La Colmena (dk) 2018 asks people to do singel signups. Only real life partners should do a couple signup.
If role-balance is a topic and there is a shortage of leaders, then dancing both roles is a possibility. Hopefully even a possibility to get lesser skewed questions like the title of this thread.
